Programs that save at least one dollar in crime and incarceration costs for every dollar spent are deemed cost effective.” (2018). Therefore, HWOP will continue to support the creation and deployment of innovative inmate-based programs and projects that focus on rehabilitative and/or educational goals of inmates.
